Description:

Ohio House Bill 96 establishes new cybersecurity requirements for all political subdivisions, including counties, townships, and municipal corporations. This session provides an overview of the law’s key mandates — implementing a cybersecurity program aligned with NIST CSF or CIS Controls, conducting annual cybersecurity training, developing and testing incident response plans, restricting ransomware payments, and reporting incidents to state authorities. Attendees will leave with a practical understanding of what compliance looks like, how to get started, and what free state resources are available to support their organizations.

Learning objectives:

  1. Understand HB 96’s Requirements — Identify the key cybersecurity mandates established by Ohio HB 96, including who is covered, critical compliance deadlines, and the consequences of non-compliance for political subdivisions.
  2. Evaluate Cybersecurity Frameworks — Compare the NIST Cybersecurity Framework (CSF) and CIS Critical Security Controls to determine which framework best fits your organization’s size, resources, and risk profile, and understand the steps for building a compliant cybersecurity program.
  3. Develop an Incident Response Strategy — Describe the essential components of an incident response plan, including how to classify and report cybersecurity incidents to the Ohio Cyber Integration Center (within 7 days) and the Auditor of State (within 30 days), and the governance requirements surrounding ransomware payments.
