AGA – Central Ohio Chapter Webinar: Property Tax Reform:  Enactment of House Bills 186, 129, 335, and 309 and what it could mean for you!

Description:

This session will explore the purpose and mechanics of the following newly enacted House Bills:   HB 186 (capping the revenue growth of 20 mill floor levies to the rate of inflation); HB 129 (incorporating current expense fixed sum levies into the 20-mill floor calculation); HB 335 (limiting the revenue growth of inside millage to the rate of inflation); and HB 309 (giving Budget Commissions more authority in relation to voted levies).

Learning objectives:

1. Identify the background for why property tax reform is needed.
2. Explain the rationale behind each of the new property tax bills.
3. Understand the mechanics of each of the new bills and their effects on local government revenues.

• Why property tax has turned into such a hot button topic.
• The effects newly passed legislation will have on property tax for both the taxpayer and tax receiver.

Presenter

Chris Kline, Chief Deputy Auditor, Lawrence County Auditor’s Office

Chris Kline has dedicated nearly four decades of service to Lawrence County government. He began his career with the Lawrence County Auditor’s Office in 1988 as a clerical employee and was promoted to the Real Estate Division in 1991.

In 1999, Chris was appointed Chief Deputy Auditor, overseeing the operations of both the Real Estate and Financial Divisions. Throughout his career, he has played an active role in the County Auditors’ Association of Ohio, serving on several committees including Property Tax & Valuation and the Education Committee.

In 2017, Chris was additionally appointed County Administrator while continuing his responsibilities within the Auditor’s Office. He successfully served both capacities through 2022, helping guide county operations and administration during that time.

Chris has continued to have an active role in helping county auditors throughout Ohio understand and implement the newly enacted property tax reform bills signed into law in late 2025.
